rg I found the fix. you just have to go to the app info and give storage permission. turn off wifi or mobile data and the game will open.

The APK isn’t installing. The installation starts and ends after a while displaying a message “App not Installed” after a brief while. Normally the message app installed with open and close options are displayed. Can anyone help me with that? I use a OnePlus 7

You do not need license for it. Its already patched. Install it properly game will work fine
